They must have given him permission to leave the house briefly because the entire incident was caught on video. He began to run and kept going until he reached a drain. As more water started to rain, he sprang again and tried to bite her, but the water stopped him.
It was still kind of amazing how he kept moving about and shaking himself till he could no longer. This dog merely wanted to be happy, just like a little kid.
